Terms of Service

These Terms of Service ("Terms") govern your access to and use of the PWLBtoday platform, including the LA Academy training content, PWLB rate tools, and PWLBpredict calculator (collectively, the "Service"), operated by PWLBtoday ("PWLBtoday", "we", "us"), based in England. PWLBtoday is currently in a pre-commercial launch phase. No paid subscriptions are available at this time. ICO registration will be completed before any paid subscriptions are accepted.

By creating an account or using the Service, you agree to be bound by these Terms.

1. The Service

PWLBtoday provides:

  • Educational courses and training materials for UK local authority treasury and finance professionals;
  • PWLB rate data tools, including live rate display and the PWLBpredict forecasting calculator;
  • Organisation-level admin tools for managing staff learning (organisation subscribers only).

Rate data and forecasts are for information and educational purposes only. They do not constitute financial advice. You should seek independent professional advice before making any borrowing decisions. We make no warranty as to the accuracy, completeness, or timeliness of rate data or forecasts.

2. Accounts

To access the Service you must create an account with a valid email address. You are responsible for keeping your credentials secure and for all activity under your account. Notify us immediately at hello@pwlbtoday.org if you suspect unauthorised access. Accounts are personal and may not be shared.

3. Subscriptions and Billing

The Service is available on the following plans:

  • Free — limited access to selected content, no payment required.
  • Individual — £49/month (plus VAT), billed monthly, full academy access.
  • Organisation Tier 1 — £995/year (plus VAT), up to 5 named staff members.
  • Organisation Tier 2 — £1,995/year (plus VAT), up to 15 named staff members.
  • Organisation Tier 3 — £2,995/year (plus VAT), unlimited staff members.

Payments are processed securely by Stripe. Your card details are held by Stripe and never stored on our servers. By subscribing you also agree to Stripe’s terms of service. Subscriptions renew automatically at the end of each billing period. You can manage or cancel at any time via the billing portal in your account settings.

4. Cancellation and Refunds

You may cancel at any time. Cancellation takes effect at the end of the current billing period and you retain access until then. We do not offer pro-rata refunds for unused time, except where required by law. If you believe you have been charged in error, contact us within 14 days at hello@pwlbtoday.org.

5. Organisation Seat Limits

Organisation subscriptions include a maximum number of active staff accounts ("seats") as set out in Section 3. Adding members beyond your tier’s seat limit is not permitted. To add more members, upgrade to a higher tier via your account billing settings.

6. Acceptable Use

You agree not to:

  • Use the Service for any unlawful purpose or in breach of these Terms;
  • Reproduce, redistribute, or resell any part of the Service or its content without our prior written consent;
  • Scrape, crawl, or extract rate data or course content by automated means;
  • Attempt to reverse-engineer or gain unauthorised access to the Service’s infrastructure;
  • Upload or transmit malicious code, spam, or content that infringes third-party rights;
  • Misrepresent your identity or your organisation’s identity when subscribing.

7. Intellectual Property

All content on the Service — including course materials, text, graphics, data models, and software — is owned by or licensed to PWLBtoday and protected by copyright and other intellectual property laws. Your subscription grants a personal, non-transferable licence to access and use content for your own professional purposes. This licence does not permit you to copy, adapt, or distribute content to third parties.

8. Disclaimers and Limitation of Liability

The Service is provided "as is". To the fullest extent permitted by law:

  • We exclude all implied warranties of fitness for a particular purpose;
  • Our total liability to you in any 12-month period shall not exceed the subscription fees you paid us in that period;
  • We shall not be liable for indirect, consequential, or financial loss arising from use of or reliance on the Service, including loss arising from reliance on rate data or forecasts.

Nothing in these Terms excludes liability for death or personal injury caused by our negligence, fraud, or any other liability that cannot be limited by law.

9. Third-Party Services

The Service integrates with Logto (authentication) and Stripe (payments). We are not responsible for the availability or conduct of these services. Their own terms and privacy policies apply.

10. Suspension and Termination

We may suspend or terminate your access without notice if you materially breach these Terms or if required by law. On termination, your right to access the Service ceases immediately. Sections on intellectual property, liability, and governing law survive termination.

11. Changes to These Terms

We may update these Terms from time to time. We will notify you of material changes by email or by displaying a notice on the Service. Continued use after the effective date of changes constitutes acceptance.

12. Governing Law

These Terms are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
